There is a limited amount of water in the world and thus it needs to be distributed adequately. Trying to make this more efficient (and fair?), everything is nowadays measured and monitored. From the Fountaineers of Versailles and their ingenious creations up until the Radiosondes miniature weather stations and the Closed-loop Systems processing water on space for NASA, the world is under (water) control.
